I mainly see the efficient clothing factory as a shortcut to full textile production without waiting for a higher player level, not as a genuinely more powerful building - in my view it only pays off for someone with gold to spare.

The efficient clothing factory makes exactly the same clothes as the ordinary clothing factory - the same blue jeans, silk dresses, scarves and jackets, with the same amount of raw materials and the same production time. The difference is that you build and upgrade it with gold instead of dollars, and above all that all eight levels are unlocked from player level 19, while the dollar version keeps you waiting until level 142. So it is more of a quick shortcut for players with a stock of gold than a genuinely more efficient building, as the name might suggest.

When to build it

It makes sense to build it if you want textile production running at full tilt around player level 19 and you have gold you are willing to put into it - the first level costs 3,000 gold, the same as the efficient spinning factory. If you would rather save your gold for other things, the ordinary dollar factory gets you the same result, just more slowly, depending on your level.

Is it worth upgrading

Upgrades do not add faster or more profitable production - the table shows exactly the same recipes as the dollar factory at every level. The real benefit of upgrading is that you can handle more workers, from 4 up to 52, and above all that you do not have to wait for any particular player level. Add up the prices of all eight levels and a full upgrade comes to roughly 395,000 gold, which is no small amount.
