The hanging swing is a 5×4 tile decoration that adds 28 happiness points to your farm, that's 1.4 points per tile. You buy it in the shop from level 34 for 128000 dollars, or you can also get it from general events or the wheel of fortune.
What to do with it
It fits on the main farm, gourmet farm, flower farm and in Decoration Valley, but with 1.4 happiness per tile it's one of the weaker pieces, so you'll mostly use it before you get hold of more efficient decorations.
