What it's for
Special lavender seeds are grown in the nursery and have a different growth rate and yield to normal seeds.
Special lavender seeds are upgraded seed for the Flower farm with a base value of 2,000 dollars, and according to the in-game description they differ from ordinary seed in growth speed and yield. They unlock as early as level 1, although producing them requires an unlocked Farm laboratory or Nursery. You cannot buy them in the shop, you only get them by making them yourself. The Special type hints that this is a more advanced variant than ordinary lavender seed.
How to get it
In the Farm laboratory from level 14 you only need four common catalysts and three lavender, which gets you three special seeds, and the game lists zero time for this recipe. If you do not have the laboratory at that level or do not have catalysts to spare, you can also use the Nursery, but there the recipe takes 45 minutes to 2 h 30 min depending on level and on top of lavender it also needs two more ingredients. The higher the Nursery level, the fewer ingredients and the less time the recipe takes for the same two units.
What to do with it
Special lavender seeds are planted on meadows, in the Meadow, Friendship meadow, Fertile meadow, Glorious meadow, Deluxe meadow and Spectacular meadow, where they grow into lavender.
