The Barbecue spot is a decoration with a grill and, according to the in-game description, a dog lying in wait for food. On a 4x6 tile footprint it gives 32 happiness points, that's 1.3 per tile, an average value among regular decorations. You can buy it in the shop for 160,000 dollars from level 38, or get it from the construction shop, regular events or the wheel of fortune.
What to do with it
Given the higher price and average efficiency it's better suited to a farm where you've already sorted out the cheaper decorations and are filling in the remaining free spots. It suits players from level 38 who care more about the overall look of the farm than pure efficiency.
