What it's for
A fancy house accommodates more workers than a simple house. Its luxury also makes your workers happier.
The fancy house is the premium alternative to the simple house on the Northern lights farm and the Festive farm, and you pay for it in gold instead of farm currency. For a comparable drop in happiness to the simple house it gives you far more inhabitants - 15 instead of 8 already at the first level. It's meant for players who want to pick up a lot of workers quickly and don't want to take up land with more ordinary houses or deal with happiness across several buildings.
When to build it
It's worth it if you have gold to spare and want to squeeze as many workers as possible out of a single spot on the farm - you save the space you'd otherwise have to hand over to more ordinary houses. You don't have to make it your first building if the handful of workers from a simple house is enough for you - it's a paid shortcut, not a necessity.
Is it worth upgrading
Upgrading pays off much like with the simple house, because the capacity climbs just as steeply - from level 1 to 4 the number of inhabitants goes from 15 to 33, so more than double, while happiness drops at the same rate as with the ordinary house. Since the fancy house gives more inhabitants for a comparable hit to happiness, upgrading it is more efficient than buying more simple houses.
