The Fish market is a special building on the Flower farm that the game groups with the same fishing content as the Fishing area and Oleg Fisher. You don't buy it in the shop, you get it another way, typically by completing a quest, unlocking a farm or during an event. At 9x8 it's one of the larger special buildings, so you have to make proper room for it on the farm. The game lists no production with inputs and outputs for it the way it does for classic production buildings, so it's more of an add-on to fishing than a source of materials in its own right. It's for players who fish actively on the Flower farm and want the complete fishing setup.
When to build it
Just like the Fishing area, you won't get the Fish market by buying it in the shop - it comes to you through a quest, a farm unlock or an event, so you don't really plan the timing, you just place it as soon as the game offers it to you. Given its 9x8 size it's a good idea to have space ready for it on the Flower farm in advance, so you're not scrambling for room in the middle of other construction. Since it can't be bought or built again through the shop, there's no point thinking about several of them - you build it once, as soon as it's available.
Is it worth upgrading
Like the Fishing area, the Fish market has only one level and can't be upgraded with any button on the building. So what it gives you isn't decided by a level, but by how actively you fish and what gear you take on your trips - better and more varied equipment from the fishing shop brings you better catches. There's no point waiting for an upgrade option here, rather keep an eye on what the surrounding fishing content on the farm offers you.
