What it's for
Plant debris is made into algae in the algae tank. Algae increase the production of the winter fields you use them on.
The kelp tank turns plant remains into kelp, which boosts the productivity of the winter fields on the Viking farm. It's a smaller and cheaper processing building (6x5) with low worker requirements, from 3 up to 9, so you can put it up and upgrade it soon after you start. It suits players who want to get more out of the Viking fields than they give untreated.
When to build it
Build it early, because it's cheap (30 thousand to get started) and takes only 20 minutes, so it won't hold you back while your farm is getting going. It pays to have it finished before you start working the winter fields harder and want to squeeze more out of them. One is enough.
Is it worth upgrading
The interesting thing about this building is that upgrading doesn't raise the amount of kelp you get from a single batch of 240 plant remains – it's still one batch of kelp. What changes is the time, dropping from 4 hours at level one to 1 hour at the top level, so upgrading mainly pays off for how often you can top the fields up with kelp.
