Sunset is a paid decoration for the Fishing area that you buy in the shop for 15000 gold. Visually it replaces the default backdrop there, but on its own it produces nothing and has no jobs. It is available from player level 0, so you don't have to wait for it. You choose it purely for the look of the Fishing area, not for any economic benefit.

When to build it

Buy it once you already have the Fishing area filled with production buildings and just want to give it a better look than the default backdrop. One piece is enough for the whole area, more at once makes no sense. There's no reason to save up for it as a priority, feel free to wait until you have gold left over after more important purchases.

Is it worth upgrading

The building has only one level, so there is no higher version of Sunset to look for.
