The horse market is a small special 1x1 building on the horse ranch that you don't get by buying it in the shop but some other way - by completing a task, for instance, or as part of unlocking the ranch, and only from player level 20. Inside you'll find an old saddler who crafts horse equipment out of materials for you - saddles, riding boots, helmets, saddle pads and leg wraps. This equipment changes how your horse performs when clearing obstacles and gallop tasks, what rewards you get for winning and which breeding effects the horse has. So it's the backing for improving your horses in contests against other players, not a classic production building turning out goods to sell. It suits anyone who actively rides on the ranch and wants to win horse challenges, not just collect horses for the stable.
When to build it
You don't build it yourself for money - you get to it through a task, a ranch unlock or an event, and no earlier than player level 20. Once you have it there's no point putting off using it, because without crafted equipment your horses lose contests against other players for no good reason. It's the only building of its kind on the ranch, so the question of how many doesn't apply here - what you're deciding instead is how much equipment to craft and for which horse.
Is it worth upgrading
The horse market has no further levels, so classic upgrading doesn't come into it. Instead you raise your horses' performance through the quality of the equipment you have the saddler craft - common, rare and epic pieces give breeding effects of differing strength. Saddles improve how the horse behaves when completing tasks, riding boots raise the chance of success at a gallop, saddle pads add new breeding effects to the horse, helmets improve the rewards from wins and leg wraps replace its negative effects with better ones. So your real progress isn't made on the building, but on the equipment and on the horses themselves.
