What it's for

Used to improve any stable's output and production time, with a focus on reducing the production time.

Accelerating feed is a secondary product meant for all animal buildings on the main and gourmet farm. According to the in-game description it improves both yield and production time, but its main emphasis is on shortening production time. It has no production recipe of its own and can't be bought directly in the shop, so it isn't an ingredient you would normally produce or buy like carrots or seeds. In the farm economy it works more like a bonus item you use to speed up animal buildings whenever you happen to have it available.

How to get it

Because there is no recipe for it in the game and no purchase in the shop, you get it a different way than production, typically from rewards for missions and events or from mystery boxes you open in the temporary storage. So the fastest way to get it is to keep completing missions and events that offer such rewards.
