Wild west is one of the special buildings that can only be bought for Gold in the shop and built on the Main farm. It costs 14000 Gold and has only one level. It's a themed decoration for your farm, not a production building.
When to build it
For 14000 Gold you can get it whenever you have Gold to spare, but even then I'd rank it behind the buildings that actually increase production.
Is it worth upgrading
The building has only one level, so there's no upgrade you could invest in with Wild west.
