The welcome center is a special building on the main farm, the gourmet farm and the flower farm, and you use it to invite farming friends and grow your friendship tree. You don't buy it in the shop - it comes as a reward for a completed quest, or it unlocks together with the farm in question. The first ten friends you invite become your big friends, earning you friendship cents and bonus gold. It's a building for players who want to get something extra out of their in-game friends, not just share a farm.
When to build it
Since you don't buy the center with dollars, the question of when to build doesn't apply here the way it does with shop buildings - take it the moment it's offered to you and start inviting new players straight away, because the rewards only start running once you have friends assigned to the free spots on the tree.
Is it worth upgrading
The welcome center can't be upgraded like production buildings, because it only has one level. What decides how much it gives you instead is the number and the activity of the friends you invite - the more of them you invite and the further they get in the game, the more friendship cents and bonus gold it brings you, and after your fifth friend you also unlock friendship fruit that you harvest every 12 hours.
