It's more of a supplementary building for players who already have their basic production sorted and want to squeeze more out of their orchards, not a priority for a newcomer. Build it only when you know what you'll use the fruit sugar for and have gold to spare.

The Water filtration system is a support building with no production of its own and no workers, which according to the in-game description increases the amount of fruit sugar released from your fruit production. You can build it on a 4x4 plot on the main farm, the gourmet farm and the flower farm, so it fits anywhere you harvest fruit from orchards. It isn't a source of money or goods in itself, but an upgrade that raises the yield of something you're doing anyway. It is one of the buff buildings, not a producer in the usual sense.

When to build it

It unlocks at player level 39 and every level is paid exclusively in gold. There is no dollar version in the game. It pays off mainly when you actively harvest fruit on the farm where you build it, because without regular fruit harvests the bonus has nothing to multiply. Since it's a gold investment, build it when you have gold to spare or when you're short of fruit sugar for a specific production or quest.

Is it worth upgrading

The level table for this building shows no production of its own and no concrete bonus figures, only a rising price, build time and XP, from 1,560 gold and half an hour at level one up to 40,200 gold and 13.5 hours at level five. Exactly how much the fruit sugar bonus rises with each level you'll only find out directly in the game. Because it needs no workers, at least the upgrades won't burden you with unhappiness on the farm.
