St. Patrick's Day is a paid decoration for the Flower farm that you get in the shop for 15000 gold. It isn't a production building, it has no workers and no production rows, so it won't add a single extra resource to your farm. You can buy it from player level 0, so there is no unlock level to wait for. It mainly appeals to players who want to give their Flower farm a festive or themed look.

When to build it

Building it only makes sense once your Flower farm is practically up and running and all you're dealing with is its appearance, because it has no effect on how the farm works. For this type of decoration one piece is usually enough, more copies would just take up space with no extra benefit. Feel free to wait until you have gold to spare, there's no rush with this one.

Is it worth upgrading

According to the game's help St. Patrick's Day has only one level, so upgrading is not something you deal with at all.
