Neighborhood is a special decorative building for the Gourmet farm. In the in-game help it has no production, no goods consumption and no worker requirement, and it can't be bought in the shop. So it's an ornamental piece that you only place on your farm if you've obtained it some other way than by purchase. It's meant for players who want to visually polish their Gourmet farm, not for those looking for a production bonus.

When to build it

According to the game, the construction is instant and needs no workers, so once you have Neighborhood available there's no reason to wait with building it. Since it's a unique decoration, the question of how many to build doesn't apply here.

Is it worth upgrading

The building has only one level, so Neighborhood has no further tiers and can't be upgraded.

Tip from a veteran player Feel free to build Neighborhood right away, because with its zero footprint it won't take up a single bit of space, but don't count on it for worker happiness - on the Gourmet farm that's only raised by decorations that actually add it, so plan separate room for those.
