The library is one of the special buildings and it takes up a hefty 9x9 tiles, so you need to leave plenty of room for it on the main farm. You can't buy it in the shop like a regular building - according to the level table it has zero cost, zero build time and zero XP, so you clearly get it some other way than by the classic buy-and-build route. It has no production of its own and consumes no resources, so it isn't a production building in the usual sense. It suits any player who gets their hands on it on the main farm, because it needs no workers and no upkeep.
When to build it
Since it has no price or build time in the game, it isn't a building you'd plan around your level - you're more likely to get it automatically or through some other route in the game. If it does turn up for you to place, don't hesitate, it won't cost you anything and you can always find 9x9 of space on a big main farm.
Is it worth upgrading
The building has only one level, so there's no upgrading to worry about - there simply is no further level in the game.
