Going by its description it brings tourists to the farm and waits for you to stock its pantry and cargo hold, so it's more of a supply task than a classic production building. The building has only one level, so you don't build it yourself, it simply shows up finished. It has no assigned workers and no production, so it doesn't weigh on your wage budget. It's mainly for players who happen to be working through the matching quest line around Captain James.

When to build it

There's actually nothing to build or choose here, the building is added automatically the moment you reach the right part of the story or event. There's no point worrying about a required level or how many to build, because it's a single, one off building tied to a specific task.
