What it's for
The candy caravan determines the construction speed on your candy farm and is home to several workers.
The candy caravan is the main building of the Candy farm - it sets how fast you build and upgrade on this farm, and part of your workers live in it as well. Unlike most buildings you don't buy it in the shop, you get it another way, for example by completing a quest, unlocking the farm or through an event. It's the central building of the whole farm, and without it the candy farm never gets going.
When to build it
Since it's a main building you don't get by buying it, what you're deciding is upgrading rather than building - once you have it, it makes sense to develop it as soon as you gather enough Candy farm currency, because it affects the speed of every other build on the farm.
Is it worth upgrading
Upgrading pays off in practically every case, because on top of faster building the housing capacity grows too - from 25 at level 1 to 50 at level 4, exactly double. The second level costs 240,000 farm currency, the fourth already 5,500,000, so the investment climbs steeply and it's worth spreading it out according to how much currency you earn on the farm.
