The airport is a special building on the Gourmet farm that you use to exchange dollars for the event currency of a given in-game event and to fly off to the related event farm. You won't buy it in the shop, it comes as part of a running event. According to the official description it's also currently having building work done, because commercial flights aren't as profitable as they used to be and the owner of the airport is looking for a new business model. It's meant for players who get into events tied to the side farms.
When to build it
The airport is bound to a specific in-game event, so you don't get it by player level like ordinary buildings, but at the moment it appears as part of an event that's running.
Is it worth upgrading
The airport has a second level that you pick up for 9,400 friendship cents, and it immediately improves the exchange rate from dollars to event dollars by 10 %. Both of the listed levels are built instantly, so the only thing that decides anything is whether you have enough friendship cents to pay for the upgrade.
